Electronic child support payment changes: Is your employer ready?

California parents who pay child support have good reason to understand how electronic payments work to ensure support always reaches their children on time. Parents who make electronic child support payments through their employers should mark April 16, 2020, on their calendars. 

Starting then, employers must process employee child support payments through national provider ExpertPay rather than through the California State Disbursement Unit. To ensure their children continue to receive support on time, employees should check that their employers are aware of the deadline and enroll with ExpertPay before the deadline. 

California generally requires employers to submit electronic child support payments on behalf of employees if they also submit unemployment insurance and income taxes electronically. The courts may require employers to make electronic child support payments when employees fail to comply with a support order three or more times during a period of 12 months. 

On Feb. 20, 2020, California Child Support Services began sending letters to employers that use the California State Disbursement Unit website explaining how to register for ExpertPay. Employers should also receive emails containing the same information. 

Registration with ExpertPay will enable employers to submit child support payments on employees’ behalf using credit cards, debit cards or electronic funds transfer. 

When courts require parents to make child support payments, it is always in the best interests of the children. Being certain that they remain in compliance with child support orders and know how to submit electronic payments can ensure that children receive the support they need. Compliance with child support orders may also help parents avoid penalties related to nonpayment.
